About Integrated Controls Advisory

Born from a passion to deliver project controls that genuinely move the needle — ICA was founded in Brisbane to bring a new standard of integrated controls service to Australia's most complex programs.

Our Founding

Built on 20+ Years of Hard-Won Experience

Integrated Controls Advisory (ICA) was established in 2022 by Glen Gordon — a seasoned project controls leader with over 20 years of experience across Australia's most significant infrastructure programs. After building and leading high-performing project controls teams at global firms including SNC Lavalin Atkins and AECOM, Glen founded ICA with a single, clear purpose: to deliver a project controls service defined by genuine predictability and actionable insights — not glossy dashboards.

ICA was born out of a deep frustration with the gap between what project controls could deliver and what was being delivered across the industry. Too often, project controls became an exercise in capturing data rather than driving outcomes. Glen set out to build a firm that put process first, technology second, and people at the centre — a firm where the service philosophy was built around enabling project teams to make informed decisions quickly and confidently.

Since its founding, ICA has earned a reputation for building practical, integrated controls frameworks that actually get used — by the people who need them most. Working across infrastructure, water, rail, mining, defence, and government sectors, ICA has been trusted on programs worth over $14 billion, from the Queensland Hydro PMO to the Water Security Investment Program. The approach is always the same: do the basics brilliantly, manage risk rigorously, and keep the end goal in sight.

What Drives Us

Our Approach

Predictability Over Presentation

Predictability Over Presentation

Project controls is not about beautiful reports — it's about providing timely, reliable information that enables confident decision-making. ICA is obsessed with doing the basics consistently well.

Process Before Technology

Process Before Technology

Tools are configured to serve the process — never the other way around. ICA is technology-agnostic, which means every system recommendation is truly fit-for-purpose.

Risk-Based Thinking

Risk-Based Thinking

Every project controls service is underpinned by a risk management approach — because understanding uncertainty and identifying opportunities is what separates good controls from great ones.

Outcomes, Not Activity

Outcomes, Not Activity

ICA measures success by project outcomes — schedule certainty, cost predictability, and confident governance. Everything we do is in service of those ends.

"The ICA difference is in the detail — and the depth."

Unlike larger generalist consultancies, ICA brings the direct, senior expertise of a founder with 20+ years of hands-on project controls leadership to every engagement. No juniors learning on your program. No generic frameworks off the shelf. Every solution is crafted to the specific lifecycle stage, maturity, and needs of your project.

About Integrated Controls Advisory

Integrated Controls Advisory strives for service excellence. This is achieved by developing and maintaining an integrated controls framework and tailored solutions that meet the project and client needs. Our approach is process-led, technology-enabled, and empowers people to focus on providing the: "ICA Project Controls Service."

This service is underpinned by executing the basics well and consistently, and having a risk management approach.

This Is Achieved By:

The primary focus is on defining, documenting, communicating, and implementing effective processes to meet client and project requirements, drive outcomes, and enable consistent repeatability. The process is needed to deliver:

  • Early warnings and actionable insights to decision makers.

  • Confidence and predictability of outcomes.

  • Mitigation Planning.

Designing and implementing effective processes enables people to focus on providing excellent service. Establishing the right people, a suitable organisation structure, along with the right support and guidance, unlocks team performance and drives accountability.

Process and People

At Integrated Controls Advisory, we are technology-agnostic. Tools must be selected to align with, or be configured to meet, the defined process. Smart use of off-the-shelf tools can achieve this. At Integrated Controls Advisory, technology skills are focused on data integration and identification of sources of truth data that are saved once and reused across the suite of project processes.
